If you are using wordpress.com and want a custom URL there is a way to do it without changing the hosting. It’s called masking your URL. You can do this through Godaddy and others like it. This will not change your URL, but it will make it look like it says what you want.

You don’t have to pay for hosting
CONS:
Your website will NOT be as optimized for the search engines. (SEO)

you need to go to the wordpress permalink.
the custom structure should be ((( /%postname%/ )))
